I think most people who fish get enough bait on their own; for a while I was in a fishing guild (until it broke up with Internet Drama), and could sell a few stacks, but not many.
I've always spent downtime (waiting for groups, or during guild auctions or raffles) fishing, and the Perfect Roe's a nice money-maker, sacks and furnishings are a nice bonus. Summerset and Artaeum adding unique loot bags is a huge improvement to motivation to fish, I want more zones to have such things.
I would still like to see new fishing poles, bait, and maybe more of a fishing minigame instead of just waiting for the bobber, but it's fine for a very casual activity. The new fishing food has minimal effect that I've seen, but I've only used it a couple times.

Funny side story about this. Some dude got all kinds of angry when I fished in his spot with him. Guess he didn't know IT HELPS HIM.
It needs to be a skill that you can level up to catch better fish, or increase your chances of getting the little prizes.
Some ideas, maybe we could...
Carve Fishing poles - Woodworking.
Craft lures - Jewelry or metal working.
Make bait - Provisioning or Alchemy.
Make hip waders - Clothier. (my mage hates standing in water getting her robe all wet.)
In addition to fishing poles how about nets or traps for salt water fishing - woodworking maybe.
It could be a fun skill.
