For those who like Unarmed Combat, would you just not have a set item in the weapon slot? That would be a huge drawback.

If ZOS had followed the Elder Scrolls model, instead of the MMO model, and made classes templates of skills rather than fixed skills, that is probably closer to where we would be today. It was debated as to why they did this. I think it is because they felt that people would find it too hard to build a character. Classes simplified things, but not enough, since now we have the advisor telling people what skills to invest in.

What I fear they will do is a repeat of what they did in the Imperial City DLC: raise the gear cap and only have the new materials/top level gear drop in the new Chapter territory. And no other meaningful additions; that will be the only thing they add to justify the "Chapter" label.
