Most of the time, I'm just looking for a better matching set of pieces to go with the base game armor. For example, I like the Altmer jack, but don't like the legs, so I replace them using the outfit system.
Dyeing is the biggest factor here. The "3 part" dye system often dyes parts I don't want, or doesn't dye parts I do want.
With the outfit system, I can test various pieces and see how well they match.
The last time I hit an outfit station, I was there for nearly 3 hours. I didn't even notice I was there that long.
It varies on the situation, outfit or costumes for me tend to mean what I will do as a role or what have you. I have looks for being noticed more and ones for being not as easily noticed. You would be surprised how easily or not so easily you are noticeable if you do your looks a certain way.
I can change my costume at will in seconds. I can't change my outfit unless I either spend at least several minutes in the outfit designer or pay real cash for another outfit slot.
AD is the best looking faction. I don't make the rules, I just enforce them.
The reason for outfit is because, being able to customize with style pieces, maybe one day we will be able to have pieces from costumes for each slot as in shoulders of a costume only equip can be used in the outfit system just a thought ZOS, would be interesting to somewhat unify the costume and outfit systems.

Honest ive grown tired of the costumes only thing I wear is my nordic bath towel for trial luck (long story) and then other than that ive basically just got one outfit slot for each character, mostly all worm cult motiffs with bloodforge skin because I like dark and evil looking things.

I prefer outfits because they give your character more of a personality as you are making your own custom costume. However, I do despise then how the addition slots are handled.
Costume if I don't like my gear. The outfit system is an overpriced waste with not enough options to justify using it. I really wish they would either remove the cost (doubt it) or lower and unify it across the board (also doubt it)
It would also benefit from adding more style options not just motifs that can be learned and the ability to hide more than just the helm. (but again I doubt that anything will be done with it)
#1 wears all crafted armor in the style desired.
#2 wears a costume.
#3 wears all crafted armor in the style desired BUT using the outfit slot for shoulders to give them the medium style rather than the crafted heavy style.
#4 has a full outfit mix of two different styles. This is due to wearing a mix of drop & crafted gear that visually do not mix well.
#5 wears all crafted armor in the style desired.
So.. yeah, I'm all across the board. 'other' fits me well.

I have accumulated sooo many costumes over the years, and have one for every zone and occasion. I started using costumes back when I started using monster sets and other BoP gear - before that I would religiously make custom outfits, and enjoyed using the new motifs I got.
The new outfitting system is everything I've ever wanted, BUT I'm too stuck in my costume ways - it's just quicker and more convenient for me (as I love to change my appearance on the go) Maybe in the future I will be back to making outfits and take full advantage of the new system

I prefered to carefully design a look by crafting each piece in the style I wanted to perfect a look to properly display the amount of time I took collecting all those types of designs.
Outfitter killed that.
Now I just wear costumes like everyone else because its pointless now.
If i had more outfit slots i would gladly do outfits more, but as is i only have 1 slot per character and thats not enough for all the outfits they wear depending on the content performing. So i make do with costumes and crafted gear

Only one of my characters has an outfit on and that's because I wanted the dro m'athra in heavy on a light armor wearing mage. Several of them wear armor and a few wear costumes so of course, I selected "depends".
