Are guards supposed to be able to use every skill set in the game(including siege merchants)?

Are they meant to be able to go to full health from 5%?

I was just wondering if these features since Morrowind were addressed in the patch or are they not a bug at all.
I'm a PVE roleplayer concerned about my vampires stage 4 skin tone and keep getting load screens so I came here to distract people from major issues with a rant thread about my characters cosmetic appearance.

    Not on console, 'm Xbox, and I doubt it was fixed on PC unless the patch fixed it, why I was asking.

    They were doing this before Morrowind, so absolutely.

    Retaking resources solo takes a lot of time because guards are spamming CCs like there's no tomorrow (especially eclipse). This issue was reported in June and you said it's not intended. How many months we need to wait for it to be finally fixed?

    I don't know why you can't break eclipse now, can't tell you how many times I dawnbreaker myself even a second after eclipse pops and still hits me.

    It's like they're purposely taking measures to eliminate small group/solo play and are wanting people to zerg in order to take keeps yet their servers can't handle it, specially on console.

    It's now 10x more difficult to take an outpost with a small group cause at any point you can all get perma CC with 5 negates dropped on you.

    Annoying indeed :/ Since Morrowind or so we can't break free of Unstable Core. I played as stamina character all that time and it is easy, but when yesterday I tried it on magicka nightblade... I remembered why I loved the day when doors were removed from resource towers :D

    Not sure about all npcs, but Honor Guards were always doing it - their version of Dragon Blood is very nice. I remember when I went to Cyrodiil first time and saw how they used this heal; it was intimidating :)

    Please, fix the bugged lights! They ruin visuals of environment and mounts.

    Try taking a resource as a sorc and you'll start noticing some really fun stuff. Did you know that if you get a frag in flight and THEN get eclipsed, the CC will be reflected, but the damage will not?

    Also, Eclipse can't be the trigger for a break free, but if you break free from another CC, it breaks the eclipse too.

    It's still possible to solo a level 5 resource if you have an undisturbed 10 minutes and a bit of luck. But it's true, the Honor Guards have the DK skill set and can use Eclipse too. Also it feels like you get eclipsed every 5 seconds or so, and the Dragon Blood heal from 5% to full is annoying too. Definitely seems like the bugs are back.

    Edit: DK chains, Vampires Bane and Eclipse don't apply Line of Sight correctly. You can get hit even if you are in the tower through the walls.

    I love running to the flag of a resource only to get 6 or more Negates cast on me... soooo much fun.....NOT!

    I remember years ago when I Jesus Beamed a guard when I was at full health and she cast an Eclipse on me and I took 32k of it back in face. It must have directly copied the damage.

    I don't think they'll ever give the guards a new skill set, my favourite at the moment is the 60k self heals haha

    I second that suspicion. But then it doesn't matter much because you find yourself in an infinite Eclipse loop anyway. BTW, what is that greenish bubble that stuns you? That's not a skill I have seen any player using ...

    Agree. But this - take a resources - can be a litle more hard.

    I keep using all my stam trying to break free of eclipse like a fool :/. unbreakable eclipse + 3 negate magickas in a row does not make casting a fun time.

    I kid you not. I was taking a resource yesterday. And got stunned5 seperate times in a matter of 10 seconds. Every stun i broke free from, had immunity. And they hit hard as mack trucks.

    I had to take a second look to make sure i wasnt in no cp canpaign lol

    I'm concerned, since these guards are also in capturable towns featuring PvE quests, I'd like to be able to do that and not be stun-locked.
