A quick and smart solution on ZOS's part would have been if they had provided IC and Battlegrounds free for base customers for the week of the event.
In my opinion seasonal events should be for everyone. You shouldn't have to buy a "chapter" to get all achievements. Basically I now have to buy morrowind in order to get this.
Pretty crappy way to market DLCs sorry..."chapters" in my opinion.

This might not be fair to the rest of the event because there isn't much to that either. You get the free event starter from the crown store, unlike other events where that started the quest they did not even finish programing that this time though you still have to do it. After that you go in PVP and find the questiver at the gate. The quest is... turn around an drink some blood than turn back around and your done. You then get what looks like it was meant to be a collectable with an animation but also wasn't finished so now it is just an item you use from your inventory that has no animation but activates double AP. Reward boxes appear to come from cyridiil alliance war dailies and from rewards for the worthy emails. They seem to fail to have been programmed into other stuff such as Imperial city quests. 3/4ths of them will come from rewards for the worthy e-mails for the obvious reason that, since the other quests are not intelligently assigned and have never been able to be chosen, and so rarely line up with any functional PVP strategy, you never compete all that many of them. Don't worry, the reward boxes are kinda lame anyway.
It is all very lame. The DLC check with no dlc content, the lack of any real quests related to the event, the obvious failure to even finish the beginning quest trigger or the collectable you were clearly supposed to use to trigger the AP, and the broken battlegrounds ownership verification achievement. Just all so weak. If your going to phone it in this much why don't you just declare it a double AP week and forget about calling it an event. This is insulting.

This is a fun optional developer hosted event from ZOS to us all. Be appreciative. Not Entitled.
Its to promote PvP - some thing that has had very little additions or alterations over the years. We had one PvP focused DLC and BGs gated behind morrowind much like the Trial, and Warden class was for PvE.
Im sorry but i cant sympathize. You want all your cake and eat it too. Start investing in this game if you want it all. simple as that. If you dont have IC - it tells me you dont pvp. straight up. Which tells me you just want the event achievements and then talk trash about how PvP ruins PvE on the forums later on. thats what that says to me. sorry but not sorry.

The base game is merely part of the game. The initial release plus a few updates that added the two craglorn areas and a couple dungeons.
It has always been intended more would be added to the game and one way or another we would have to pay for the new content.
It's would not make sense for Zos to completely exclude the added content from such events, especially when they are clearly and directly aligned with such an event. They didn't exclude the base game from the event either.
