Thank you! Lol I couldn't agree more. It's really stupid, a lot will be left out with this event, it's unfair. I don't care if you still get rewards from just doing PVP mode.. It's still the principle that it's supposedly going to be a "Special Holiday Event" yet not all can play and achieve. This by far is the dumbest and most unfair event ever.
Most who argue over the fact that people who don't own both DLC and Chapter shouldn't be catered to..only because they own both, and honestly that's just not right. Unfair argument right there. It's a Holiday Event, EVERYONE should be able to play and achieve all the trophies and rewards, just like the rest.
Why would people want to go and pay $30 to upgrade or even pay full price for Morrowind when it's still bugged and the Battlegrounds required for it doesn't work right...On top of that this event is only going to run for about 11 days...just really kind of lame to spend that kind of money for two achievements. This by far is the most expensive event ever, and most unfair...Really disappointed in this event, don't even think i'll be participating, even if you still get rewards for doing certain things..it's the principle of why start something if you can't finish? -_-

If you didn't buy Imperial City, or get access to it through Plus, was it 'dumb and unfair' that you did not get to play and benefit from the Imperial City anniversary event?
If you didn't buy the Wrothgar DLC, was it 'dumb and unfair' you didn't get to play and benefit from the Wrothgar anniversary event?
Definitely something dumb going on, but it's not the event.

An anniversary event for a dlc is different than a seasonal. And here I thought you were smarter than this.
And a PVP event is different than PVE events. It's easy enough for you folks to throw out things being 'irrelevant' and people being 'not smart' when it doesn't work for your argument, I get it.
The bottom line is: if you want to do the content you need to pay for the content. This holds true in the entirety of the game. If you want the associated benefits and achievements, pony up. If you don't, that's on you.

Does it need to include all PVP content though? They didn't do so for the Pve focused events.

The only reason it is irrelevant is because it doesn't fit your narrative. The simple fact of the matter is as stated by the comment below yours: if you don't buy the content you don't get to do the content.
This event has stuff in base game, stuff in Morrowind expansion. If you didn't get Morrowind you are not entitled to that portion of the content.

Okay, let me explain why your your answer is irrevelant (still). And there is nothing to see with my narrative or I don't know what.
it's quite simple, in comparison to previous and similars events (I mean events wich are not celebrating dlc anniversary) like witches festival or ESO 2nd and third anniversary, it's the first time some parts are locked and require to buy a chapter and a dlc. I'm talking about general events like this one who are not a part of dlc. So, is that normal to you and acceptable, being forced tp buy a chapter and another dlc if you want to complete this event at 100%? Thus, the event has some parts locked behind another paywall (purchase of dlc).
That's my point.
And it's a bad move from zenimax and it will make a lot of players mad about this.
In my opinion put some parts in morrowind and imperial city (just a tricky move from them for trying to get more sales) was not necessary for the first pvp event.
Its very simple... ESO is an MMO.... MMO's evolve.... You can't expect future content such as events to always only be based off the original base game from years ago when the game launched.
Otherwise whats the point of the newer content? It would also be very limiting to only use base game for future events...
Especially in this case being a PvP event... 2 of the 3 PvP areas are in newer paid content so a PvP event without those included would be rather silly.
