Here is a little trick you might want to try. Try using los around a tree on any of the 1vx crew that uses trees and rocks. You might note that they have no issue attacking you when you do it... so the question is how do they do it?
If anything threads like these are amusing because they highlight who's getting farmed.

We've adjusted our automatic anti-cheat systems to focus specifically on the cheats we've seen in the last few days, in addition to launching investigations on specific players. We've permanently banned 43 players in the last 24 hours who were found to be cheating. We don't take cheating lightly, and will continue to ban those who are found to be cheating. We'll be going back through game logs to identify players who were violating our anti-cheating policies in the hours before we performed the automatic cheat detection adjustment.
In addition, we're working on a number of fixes and improvements to prevent this kind of behavior from happening in ESO in the future. We'll provide more specific details about this tomorrow.
We want to thank everyone who has helped us identify those who would ruin your game experience by cheating, and the means by which they were doing so."

Other the constant stream of non-NA PC players levying their claims of innocence (lol how would you know anything?) I'm pretty certain that every single player you see that dodges 90% of attacks no matter what you do falls under the category or extraordinary.
The reason they are all stamina is it's the only way the dodging can be explained away by their sycophants.
Anyways I thought it was funny when I took my Warden to Cyrondil and was spamming screaming cliff racer and "the usual suspects" were still dodging an undodgeable attack. Did they somehow change that skill and I missed it?

The sheer amount of players you now see that will passively dodge attacks is not legit.

I don't know this kodi. Is he pc na? i just played bg with fengrushs stam sorc / pre made team. Was good fun. My score was better then his both rounds but his entire team was god like. Hard to get even k/d ratio. The rest of my team actually quit after getting their asses handed to them. My Score must only be better because I use mages wrath. So nice to use that skill in bg and Cool to be able to play with / against someone like him.

There was massive uproar last year because of CE, to pretend it wasn't exploited is either incredibly ignorant for a forum poster, or maliciously deceptive. The problems with CE appear to have been addressed, but they were denied for a long time before anyone recorded gross exploits.
Thing is you didn't need to use gross exploits to take advantage of CE, any half brained player wouldn't except to deliberately show off that they could in order to get banned. Players can and have cheated in every game since games have existed, just as people commit crime. Just like crime most do not go around telling everyone why and how they cheated.

Without being Omniscient there is no possible way to say whether cheating is or isn't widespread. You can say that the official statement from ZOS is that they will ban those they find cheating. That in no way means that players are not cheating only that ZOS claims to ban those they find cheating.
It is generally not considered profitable to go around telling everyone how much players can and do cheat in your game. So outside of specific examples of widespread uproar from the player base cheating is not likely to ever be addressed publicly even as it is being continually addressed privately. Essentially even if there is widespread cheating and ZOS actually knows about it, without public outcry ZOS isn't likely to publicly address it.
Players should of course use discernment and try to rule out all errors themselves before reporting cheating, however if after looking for other explanations you still believe you have video evidence of cheating you should report it end of story. Pretending that every player that appears to be cheating is just better than you only serves to support and prop up cheaters.

Most players are not on a perfectly equal footing just from experience, practice, and skill, there is almost a 100% chance that you can improve as a player. That is looking at things from inside the game, in the same manner most players are not perfectly equal from a technological interface standpoint. The saying: "No matter how fast you are on the draw there is always someone faster." is basically true for gaming.
For your gaming enjoyment and long term satisfaction it is best to assume that everyone you meet is not cheating UNTIL you encounter something rather extra ordinary.

And how long ago are you referencing? Sypher hadn't played for ages before this patch, and logged in once briefly since early access started.
