There is a strict 0.9 second GCD on all skills. Once you've used a skill it's impossible to use another one for 0.9 seconds. No animation canceling technic can bypass this GCD. Light attacks are not considered a skill and are not blocked by GCD or initiate it. Because of that you can fire a skill and follow with a LA immediatly after it. But even if you weave a LA after the first skill you still have to wait for 0.9 seconds before using the next skill.

Seems fine to me.
Would be nice to have smoother / faster animations play out to match the GCD better. Otherwise it's quite nice the way it is and helps differentiate the good players from the bad ones.

Animation canceling to buff HPS and DPS absolutely needs to be ejected from the game though. Canceled skills should not inflict damage or initiate healing. Allow for skills to be canceled and block to remain priority...but remove the ability for the skills being used that are canceled to actually hit. If you ani cancel a BOL....you shouldn't receive the heal. If you ani cancel an Executioner...you should not be doing any damage.
Force animations to finish to have the desired outcome but still allow block to override skill selection at any time. Yes animation canceling attacks and heals will be more difficult with the resource management nerfs as you'll more rapidly run out of resources....but the fact remains that a canceled attack or a canceled heal should be just that...cancelled. Not shortened in duration and used as a means to buff hps and dps.
You lie, it is affects everyone.Don't have an opinion on right or wrong here but anyone that blindly follows ZOS's word on it just baffles me. It's an accidental mechanic that they didn't want to spend the time fixing. That's all it is. Nobody should really care about it as it really doesn't affect anyone.
