I guess no matter what they do, ZOS can't make people happy.
And no, if they shift quest rewards away from levels, people will complain that leveling alts will give them the same "crap" over and over again.
Maybe they should just make all set quest rewards Training or Prosperous?

Wasn't intended as a complaint, just an observation of an effect OT had on me that I found surprising. Was just curious if anyone else had noticed this or anything else.
As a bonus, there have been some great suggestions of ways around it that just need a little adjustment of how I play. No biggie. Decided to view first zone as a throw away for this alt and I'll come back with my higher leveled ones if I find anything worthwhile.
I'm only a teenie bit upset about the level 44 purple Impen Soulshine boots that randomly dropped the day after I'd paid 40k for some for my main! Oh well!

I'm lost reading this thread.... I don't want to quest my way to cap and then find out I lost out on armor sets and now need to somehow grind a ton of gold to buy off the market.
I was looking forward to questing and running dungeons and crafting but I don't want to quest if I'm going to be at a disadvantage. People are also talking about the main story line and fighters/mages guild... should I hold off on doing that also until I'm lvl 50? Should I wait until I'm not only lvl 50 but CP160??

Yep.
Now I level Alts by chasing Skyshards, Lorebooks, Public Dungeons and Dolmens in a zone. I don't do any quests other than the Delve Quests that have Skyshards in them, as those rewards are not useful anyway at any level. I just took a character to L50 by doing this in 6 of the zones, but I still have most all the quests in those zones left to do. All the loot I did get is repeatable on level so no loss there. Now, any rewards I get will be CP160.
But, to take a character out of the Wailing Prison and start them on the story, Zone, Main or otherwise? Nope. Not until they are L50, and at Champ Rank.
Unique items should be BOP and scale with the level. Problem solved.
...and that's what cadwells is for, when you'll get all the quest reward set stuff from the other two alliances at useful CP levels.Now that quest rewards can be actual useful set items, sometimes even in useful traits, I'm finding it don't want to complete them while I'm still leveling...
