Tempest Island Pledge - 2 keys option is bugged for some?

As the title says, the Tempest Island pledge seems to be bugged for some. My group read the scroll before the last boss, killed her, went to turn in the quest and got one key. We thought it was a mistake on our parts, so we tried the dungeon again and the same thing happened. Read the scroll, killed the boss, went to turn in the quest, one key. We noticed both times that, after we killed the boss, the scroll re-appeared and the storm clouds did not vanish after the fight was over. I asked in guilds to see if others were experiencing this issue-- some said that, yes, the pledge was also bugged for them, while others had no problems getting their 2 keys. Is anyone else having the same issue? Perhaps it's something my group did wrong.

We had wiped a couple times, and during the course of one of the revives a player pulled the boss before the scroll could be read again. We reset her and read the scroll before beating her, but still only one key. Something about the scroll use and fight reset must be bugged.

It was a nasty boss too. I think we earned two keys.0 -

Same issue here and it happened yesterday. I thought we forgot to activate scroll and asked other in group it turns out scroll was activated. We got one key.PC EU0 -

But got the achievement and 2 key just after by completing it on first try.0 -

What? Do they send it to you? Hmm need to message them more.... They need to send me a sharpened Burning Spellweave destro after the frost I got last night. Clearly something bugged out
