Anyway it making me sad to think all the time how awesome zerg-breaking tools Flashes and Ember Explsoin would be in current toxic over-swarming meta.Dive into zerg and they would be punished for zerging even more than Proxy Deto.

You can't really get away with hasty retreat in heavy like you can in medium. You have cost reduction in green tree rather than regen, you have 0.5-1 second of immunity from shuffle. Thing is, you can't really survive in medium like you can in heavy. I'm tellin ya, streak on a stamplar would be ultimate cheese OPness. It would give the class everything.

Well you'd only get 2 streaks from a full magicka bar. One is not enough to get you out of gap closing range, you'd have to streak through them to get the second one off in time.

I am the king of streaking away.

Crescent sweep, despite popular opinion, is actually very very good. Try being very close to your target when you use it. It should hit decently hard. It did on my stamplar even with it scaling with spell dmg & Max mag.

It's good if it hits. Unfortunately I seem to miss every time I use it on a stam build, even while they're cc'ed.

It's true it does have a narrow margin for hitting. That's why I said to be very close when using it. I think this will give you better luck with the skill.
