Remove the heals from the beam altogether or lower them significantly (aside from bug fixes). This set was perfectly viable before the "fixes" done during the DB update and then the beam itself healed for very little... was perfectly fine.
The current cyrodiil meta is just... cringe-worthy. Block builds with malubeth everywhere that take ages to kill (unless malubeth's RNG isnt favorable). Sure, very beatable in a 1v1 if you have a while but when are you ever in a real 1v1 in day-to-day cyrodiil?
You need to be able to outplay people, burst them and take them out of the fight quickly or small scale is as good as dead. Has been like that since 1.6 because of all the massive balance changes ZOS has done and it's kind of their responsibility to keep all playstyles viable in the new meta they themselves created.

If the set is indeed still bugged, can someone show me a SS of insane heals happening today? -Perhaps with some add on or confirmation of date in photo? It's hard to confirm and really get the ball rolling if we can't even confirm when SS were taken, and whether they were before or after ZOS' fix. If it's indeed still bugged (which I'm not denying, just need thorough reporting), then it should be easy enough to produce.
And if it is, then @KenaPKK is right. It should be bug fixed before talking balance. I was under the impression it was 'fixed' and just OP.

I think allowing people to be super tanky by simply wearing a 2-piece set is doing a great disservice to actual proper tanks.I don't have any problems with the +30% healing received at all, the set works great for that and that should be its' primary purpose.
But being out of stamina and lying CC'd on the ground with this set keeping you healed up is just a great example of this set rewarding bad play instead of actual skillful tanking...

We all know that bugged out heals are happening, but people also need to realize the bugged heals are happening way less often than they think.

Than why not shorten the beam to 5 or 3 meters even? I use it on my pve tank and it would still work there, because a pve boss is always close after you taunt (a few exceptions). So it would still work there and in pvp a dodge roll would break the beam instantly.
It's not the only item that has broken heals, which makes me think something else is bugged in the game (weird, right.. bugs in this game, who would have known!).
For example, I noticed Bahraha's Curse also has instances that it gives heals that are way way bigger than "normal". (6171 heal on non-CP, while normally it does like 500-800). Reported it on the forum https://forums.elderscrollsonline.com/en/discussion/comment/2833225/#Comment_2833225 but ZOS never commented on it.
To me, it seems to be a similar issue. Wouldn't surprise me that this "bug" would also trigger for damage in certain cases.
But.. we all know ZOS ain't going to fix it any time soon.. if ever.

I was messing around with bahrahas in pvp a few weeks ago and noticed the heal would tick for 300-5k even thought the damage would only tick for 250-500.

Instead of all these solutions, changes, new procs, range etc etc....how about just fix what is obviously broken.
