Fantastic suggestion, but there should also be "AP gain is reduced by 100%". Based on them rules they could still repair walls

Cyrodiil is balanced around the fact it is a PvP zone. The players who brave the danger of being attacked by other faction's players are being rewarded by a much better rate of XP gain. For example you won't find a repeatable quest with standard XP reward that can be completed in 30 seconds anywhere in the pure PvE portion of the game.
With higher danger come better rewards. Asking to be immune to enemy players while PvE-ing in cyrodiil is basically asking for a handout(reaping the better rewards without paying the price).
Why not just create a separate instance of Cyrodill that's pve only?
OP entered a PvP map, OP got killed by player in PvP map, OP wants PvP map to be made PvE to make life easier doing PvE in PvP map.
NO. This game already has such low risk/reward, I'd rather see PvE quests and dungeons only open up to players once you reach a certain Alliance rank or provide enough support to your alliance.

Would you agree if PvPers asked for a passive mode in dungeons where no mobs can attack you and ruin your fun? And you'd get free loot just for running to the end of the dungeon? Of course you wouldn't.
Reward requires effort. Rewards in Cyrodil requires a special kind of effort.
