Just a thing to clarify on that; The Thalmor in TES Online is not the same faction as the Thalmor we saw in Skyrim. There is 1000 years between these games, after all.
In Skyrim, the Thalmor are racial supremacists that seek to enslave humans(and possibly unmake the world, if you accept MK writings as lore). In Online, the Thalmor is a part of the larger Aldmeri Dominion governing structure, doing things like inspecting moon sugar farms to see if they operate within the parameters of the law, who were infiltrated by the Veiled Heritence at some point, but that mostly got sorted out.

DC has a very early quest in which you are presented with what I feel is the strongest moral dilemma in the game. They get upset if you do the right thing. I really fail to have any sympathy for them after that.
Shadowfen was beyond cruel, but to be fair, the guy wasn't intending to really make Argonians go extinct, just use that as a threat to force the pact to surrender.
That doesn't excuse the cruelness of how some of those soilder's acted though - like that altmer guy who took one of the would-be Argonian mother's eggs and cooked and ate her unborn baby in front of her. Damn right I killed him when I was given the option. That's sadistic.
