What do you mean when you say 'Broken' ? Wouldn't help me if I was a developer.
Broken like it's not working, too strong, too weak. Explain

Certain skills are not granting CC-Immunity, allowing CC-es to be chained. The most infamous offender is the bugged Power Bash. However, there are skills that sometimes do not give CC-Immunity, which include but not limited to Uppercut, Crystal Shards, Piercing Javelin, Scattershot, Destructive Touch and Aspect of Terror.
This has resulted in an inconsistency in the rule of "If you get hit by CC, you cannot be CC-ed again for 5 seconds". Therefore, CC-Immunity is "Broken". Chaining CC-es intentionally or unintentionally is really cheesy, and leads only to sheer frustration from the victim. Also, don't get me started on the buggy CC-Break...

Also the buggy break free.
So yes

Don't wait for something to give you CC immunity. CC break yourself.
CC break immunity is both longer(8 seconds) and more reliable(you always get CC immunity after a break) than waiting for CC to expire to get auto-immunity(5 seconds, and sometimes applied too late which results in chain-CC).

I am using Break Free. I tend to immediately get stunned again. If I actually got eight seconds of immunity then it would take four guys to kill me because of my high mitigation and on the rare occasion that the immunity works, that is exactly the case. Unfortunately, CC-Immunity very rarely works in Cyrodiil.
Interestingly, I've never had it fail while dungeoning. Wether the enemies aren't CCing often enough to notice it fail or it's only player-initiated moves that breach the immunity, I'm unsure.

Ambush doesnt stun player. It only immobilize you. It's only a soft cc and you break it by dodge roll, so you can still be stun or fear or knockdown or any other hard cc right after it.
