People were upset that Black Rose embodied a contradiction in design (take away stamina regen while blocking for all, but still let it happen in essence through pay-gated DLC content), so they reconfigured it to buff a similar Heavy Armor passive and damage. Could the number be higher? Sure. But BR set wasn't necessary to tank anyways in 2.1. This changes the set's role in builds in a good way that is more consistent with the change to stamina regen. I will definitely look into running this set on my NB tank since it provides extra resources and damage now.
There is no point, if you look at the math. Just go back to Hist Bark. Black Rose is garbage now.

Na, I'm a NB so I get full-time dodge and minor armor/spell resist buffs from Mirage, which allows me to use a different set to buff whatever else would help out

Everybody was complaining that these sets just made build diversity worse and forced them down a route of a templated 2 Undaunted, 5 set piece armor, 3 mini jewellery set kind of setup...
So what do they do? Make the jewellery even more essential by giving it a 50% buff.
Only jewellery crafting can save us now!

I am 99% sure it is Bind On Pickup and you cannot buy it. You get it from the "Trophy Vaults" in Imperial City. Kill a ton of Daedra in IC, collect the various trophies they drop (Dremora Eyeballs, Scamp Tongues, etc., etc. - I just made those up but it is along those lines). Use large amounts of each trophy to open different vaults. Hopefully you get a set piece and hopefully it is the set your build needs and hopefully it has the trait you need, etc. It is definitely going to be a grind, similar to opening the Undaunted chests after running a pledge. But I don't think enemy players can steal your trophies, so it probably will not be as big a grind as Tel Var stones. Of course with Tel Var stones, you can buy exactly what you want. With the trophy vaults, there is a lot of RNG and dumb luck involved. So I guess that is the trade off.

What you should have done is let the poison damage scale with the Thaumaturge passive.

Seriously ? Trophies ? Do they have the same drop chance as normal monster trophies ? Then nobody will ever get a complete set ^^ this is sick.

We took a look, and this should actually be fixed on the PTS. We mistakenly forgot the patch note, but once we go live with this update, it will read:
- Dawnbreaker and its morphs will now consistently wait one second before the damage over time effect is applied. The amount of damage applied and the duration remain the same.

@Dracane EDIT: Just checked and I was sure I'd seen & heard an ESO dev state they were bind on equip and they can be sold.. BUT I've just found a post from Jess that states they are BoP.
Both from trophy vaults and also can drop in any of the dungeons in the game (I'm assuming only the vet ones).
"Three new item sets (Agility, Endurance, and Willpower) have been made widely available through all Dungeons and in the Imperial City.
These simple sets provide only stat bonuses at two and three pieces worn, and are made up of only weapons, shields, rings, and necklaces.
These items can sometimes be found by killing the final bosses in any Dungeon, and can also be found in the warded chests of the Imperial City."
