We took a look, and this should actually be fixed on the PTS. We mistakenly forgot the patch note, but once we go live with this update, it will read:

Uuugh. Why are you continuing to force us to use boring 3 piece jewelry sets that in turn reduce he number of viable builds?
These jewelry sets are the most boring and nonimaginative sets I have seen and they are literally a must have set now.
Basically, any set that uses weapons/jewelry and are not JUST armor (aka the new IC sets) are not going to be used.
Your focus on forcing us to buy the dlc is ruining the game for players who would buy the dlc regardless...

@Dracane EDIT: Just checked and I was sure I'd seen & heard an ESO dev state they were bind on equip and they can be sold.. BUT I've just found a post from Jess that states they are BoP.

50% increase in constitution will increase its value to 45 from 30.
45 magicka and stamina in every 4 seconds is absurdly OP. It will break all teh balance! Nerf that ***!!
Pretty sure this it it for ESO for me. Got less time now anyway, and the gear grind is going to be real, not to mention PvP becoming even more simplistic, zergier and in turn a boring waste of time. I will wait and see, but from what I've read so far... We will see. Patch notes and PTS are one thing, the live server is quite another.

You should probably do some testing to make sure Morag actually buffs Sheer Venom, since apparently the Thaumaturge constellation doesn't buff poison damage from armor sets. Unfortunately, you cannot have 5pc Sheer and 5pc Morag while using bow though

What about making detect potions, AOE's, Dots, Curses and all else that cancels out cloak also cancel Bolt Escape, Damage Shields, Self-Heals and Charges.

Oh wait I forgot, Cloak is OP because people refuse to put one of the many counters onto the bar. My mistake.
Give all else insane many counters to all other mobility / utility effects, and we can talk about giving cloaks more penalties. Until then, absolutely not, for you will leave the NB with nothing in defense besides RNGesus, and as all MMO' players know, RNGesus is a damned ***.

Cloak needs to work, like any other skill it needs to function.
If they choose to do so they can increase the cost or make it cost more per use.
Point is it needs to function without error before they can consider balancing it (which is a subject of its own if its balanced or not)
I sure as hell wouldn't wanna use bolt escape if 50% of the time it flat out didnt work and still took the magicka.
