Honestly not from what i've seen since playing, ask a question in general chat to see how awesome this community actually is, but i guess it really depends on where you came from before ESO, generally the games i came from had far better communities than ESO sadly the games were not as good.
I really hope it's an urban legend. One of my guildies told me there were people killing the mobs that can make you a vampire so they would be the only ones who could transform other players for "a fee".
This is an very temporary problem, game has been out in 10 days, people who has become vampires has not had time to do more than one infection.
notice how the price of style books has fallen, bites will also fall in price next week.
And I will not recommend anybody buying chances is very high that its a scam and they already bitten somebody.

One easy solution is to get 6 GMs in the game, put them in the zones (3x lvl40 x2 eu+us) and make them spawn the mobs on person request. In 1 or 2 days there will be so many WW / Vamps that the bites will cost nothing and the griefers will be gone...

Once my guy is a vampire and has the ability to put the bite on others, he will offer it freely. Just to spoil it for those who spoil it for others.
Some of my guildies and I were camping a spawn, but we were all just waiting to get bitten.

If that is true, I do not find that behavior tolerable at all and I think they should be reported in game if you find them. They are purposely disrupting the normal gameplay and getting benefits from it, like another way of extortion.
If nothing of this is true, then we shouldn't be worried

Anyway, more to the point. I am shocked people are asking for others to get banned for killing the mobs in a game. 99.9% of this game is killing mobs, but now all of a sudden its bannable?
They should totally randomize the spawn points, make them spawn anywhere in the map, once per night, if they die they are done for the next 5 hours til the next night in that moon phase. Problem solved. When the first round of vamps/werewolves occurred, it took a lot of concerted effort and a lot of searching. We did not know which moon phase they appeared in, we had to figure out how long the nights were, how long the full day was, how long the lunar cycle was, and then we had to spread out a ton of people all over the zone to find the places they could spawn.
Now you just go to the right spot at the predetermined time. So if someone kills the mobs, guess what, it is still easy mode.
Isn't there a really easy way to fix this? Simply make anyone who is infected with Vampirism unable to see bloodfiends. So easy. This literally takes all variables out of the equation and solves the entire problem.
Doesn't break Immersion as you can still have vampire/warewolf hunting guilds, any human that kills a bloodfiend obviously is doing it simply to be a *** or because its a mob to kill. You can even have vampires hunting vampires, just not the rare spawn mobs that can turn humans into vampires. So you can't effectively kill out your species by eliminating the ones who can indiscriminately turn humans
Having the ability to turn a human is the factor that is causing the issue, if you stop the ones that can turn you from even seeing the mobs that also can turn you takes the issue away. This keeps the ability to be sold to a willing buyer, keeps the spawn points clean of camping from people to extort the bites and allows humans who don't want to turn the ability to kill any mob at any time without fear of being accused of cheating.
Seems like a win/win/lose for players/zos/do.uches

I'm personally kind of meh on the whole vampire/werewolf thing but I've watched this conversation for a while and it really sounds like this:
Person A: "Someone is monopolizing an aspect of the game, make it stop!"
Person B: "No, they aren't. This aspect of the game is, in point of fact, impossible to monopolize. Here is an alternative way to gain said resources."
Person A: "So you think monopolizing resources is a good thing, that's because you are an awful person."
Person C: "I shouldn't have to use an alternative means. Anyone blocking the path I happen to choose is impeding my enjoyment of the game and shouldn't be allowed to play."
Now, for me, having other players crowding all the crafting stations in my swanky new Elder Scrolls game impedes my enjoyment, but that doesn't mean they all have to go away.
The incessant guild advertisements in zone chat impede my enjoyment but that doesn't mean guilds need to be banned.
Having to wait until I'm six levels higher to come back and play certain areas because they are designed for people who feel like playing in groups impedes my enjoyment but it doesn't mean Zeni needs to eliminate group content.

I was stating very clearly that griefing is against the ToS. Which was confirmed by your quote of a forum moderator.
Here, I'll bold the pertinent part of my post so there's no misunderstanding. The bolded part is griefing.
When people are DELIBERATELY preventing others from experiencing gameplay...that is griefing.
If someone is purposefully killing mobs so a player cannot progress...that is griefing.
Farming bosses isn't bad. When someone farming bosses refuses to stop for a bit when asked so another player can tag the boss and get credit and proceed....THAT IS GRIEFING.
I really don't know any other way to say the same thing so you can gain understanding.
