I just did the same and was coming to post. I now have the Play option in my launcher (although I was playing in game as it was downloading the 22gb "patch").
Hopefully this works for you as it did me.

NYR12690✭I was able to go straight into the directory and start the game, but after seeing everyone fixing it by repairing, I had to try it myself so that I don't have to install the whole game all over again. I repaired and its making me reinstall the game but the problem is its not installing

So the servers are back up and now I got the PatchManifestError again. I just went through 2 straight days of fixing this myself without help from support. I was able to get back on and play and now I'm back at square one and the launcher wont even start on the patch and the repair doesn't work.0

Many people can't get this far if their SSD doesn't have 60GB free. This is the situation I am in as well. However I am in and playing using the .exe so all is good for now. I never did get my 5Gb download file though and the horse dismount seems to be even worse. 4 times in 15 seconds was the worst.

I want to make this known that I literally copied the entire contents of my wife's launcher and game settings to my files and it still is giving me the "Install" error.0 -

Fix for those of you stuck downloading the whole client again or seeing the Repair/Install icon in your launcher:
1) Open your launcher and hit your repair or install button, then hit PAUSE (if you had already started repairing or downloading the 23Gb file, just hit PAUSE)
2) In the area under NEWS is a GAME OPTIONS drop down menu. Click the down arrow and select CANCEL
3) Click the same down arrow and select REPAIR
4) Now if that worked properly you should get the ACTUAL PATCH which is 4 Gb, followed by a smaller patch... and then be ready to PLAY.Edited by george.smithb16_ESO on April 3, 2014 10:27PM1 -

argh and it keeps on asking for another 60gb.. ffs i'm already having trouble with my disk space and it keeps on asking for more.
