After coming back due to taking a break for Diablo IV and Baldur's Gate 3 briefly, I regret not coming back sooner. Necrom is just as equal to High Isle, as I loved Tales of Tribute, but Necrom has the Arcanist class and a Druid companion which I absolutely love both of, plus, it's more gameplay and two huge new maps, what's not to love? As long as they keep the quality high I still feel new expansions are definitely worth the costs.
I still play Diablo 4 but logs into ESO once in awhile to do some eso stuff to farm mats, gear, dungeons etc and my guild. but as much as i like to log in and do that I dont think their chapters are worth it.
In my opinion there is no new content, its a zone with wb, delves, dailys all over again.
No, the fact you could save up to 35% on the latest one that was just released less than two months ago shows they are overpriced. TBH i feel they take advantage of the their loyal customer base with their pricing system.

like a new class, new zone, new furnishings, new houses, new sets, new quests, new tales of tribute deck, new creature(like the tomeshells and hushed), and new companions

A tribute deck, some useless sets and boring story quest is not 'new' content in my opinion. Same all over again, but if you like it thats good for you.
They should give plus members a discount on the chapter, based on how many months they were subbed during last year before release.
Or the chapter should have some "free" crowns in it, like the monthly sub.

Ask me again when I've played it. I don't judge things based on a trailer and a couple of broadcasts. However, I do judge all new content on the basis that playing on 2 servers with multiple characters I'll be playing through it fully a number of times over a long period of time, rather than using addons to guide me through a few bits of it as quickly as possible just the once and then complaining that there wasn't much to it ! I haven't been disappointed with the previous chapters or non-dungeon DLCs (the dungeon ones don't appeal to me), while the more impactful changes always come with the base game updates and that's where I'll be concerned this time around after last year's AwA mess.
I still haven’t played through the story for Blackwood or high isle, so the new story doesn’t hook me just yet. I also have no interest in a new class. So my answer is no.
I’m assuming I will be somewhat interested in the Q3 & Q4 stuff, but I don’t think that is chapter specific.
