I can't really think of one where the story has been better than the follow-up story, can't comment on High Isle as I didn't get it

As a pre-order sight unseen? No.
I would not recommend taking any action until after it hits PTS and they reveal all of the rest of what is in the Chapter. I got bit bad last year. Learn from my failings.

I highly agree with doing the PTS first and actually finding out what the chapter has. I was so disappointed with Blackwood I did the High Isle PTS. I did it on a new char because my main was prevented from doing the beginning quest because of a bug. I did the entire thing on a new char in 8 hrs.
It was generic and boring and doing it on the PTS showed me I didn't want to waste my money. I will do the same this year but I already know I won't buy it because there is nothing in it that would compliment my Templar.

In my opinion, they should charge less.
If they were worth what they're charging right now, then how come older chapters can literally be bought by a fake and worthless currency through in-game trade. Chapters are virtual, it's not like they get degraded overtime like a piece of cloth or a bicycle would be. Summerset is still Summerset. Why did some people spend 50 bucks while others spent a few million gold years later for the same content. Gold isn't even hard to get.
