The changes have to be delayed and the devs know it, despite a lot of players saying it'll never happen. The truth is the devs can do whatever they want. Including seeing sense and putting the combat and content changes on hold for further testing. Then aim to introduce a more finished version for Update 36. Everyone would be happy.
The only other alternative is to treat every single player in the game as a guinea pig not just for the combat changes that all testing shows to be unfinished, but also balancing changes to every single dungeon and trial in the game, changes that there simply is not time to test and reevaluate. If they are seeing players leave now, it's nothing like what would happen if this level of broken reaches live.
If ZOS truly wants to close the gap they should focus on nerfing/reworking these debuff/buff sets to make them more accessible to average groups, not reworking core combat 8 years into the game.
Buffs and debuffs are not the issue. Put them all together and they do not begin to bring a 20 DPS player to even an average DPS level. The problem is the ability to put together such a bad build and the frequency it occurs.
A guild mate in a social guild used my DPS dummy to test a new build. They pulled 25k. I asked if they wanted to talk to a friend in another guild who plays the same class to improve their build. They declined and indicated they were pleased with the 25k DPS.
That is where the real problem lies.
There are many reasons they might push everything to live on 22 August anyway. But it there is simply no way they do not know , deep down at least, that 2 weeks is insufficient time to properly re-balance every single dungeon and trial in the game.
