No, the dog/cat/horse skeletons are different. The horses have been here since launch, and they've been copying the horse skeleton for the elk/indrik/goat. The gryphon is using the senche-raht skeleton, which is something else entirely that came with Elsweyr. The horse skeleton has been horrid from the start, and I have no idea why the dev team keep reusing it for new types of mounts instead of redoing it and doing it properly.They took the dog/cat animation skeleton (that's where the stupid bent hindlegs come from) and slapped a horse model on them. If you look, all the cat and horse and indrik mounts - and even the gryphons - have these bent legs.
It's not that they don't know what horses look like. They decided to cut corners by reusing the skeletons of various mounts.

I hadn't noticed that until I watched some footage after you pointed it out. I kinda assumed that they didn't go all out on gaited horses because a lot of these breeds rely on heavy training to get the gaits we associate with them. I was surprised that they included the Arabian, Turkoman, Dutch Warmblood etc. but not the Quarter Horse. I mean Quarters are the quintessential cowboy horse and yet they're absent from the game.
I am glad though to see both Walkers and Fox Trotters featured as everyday horses. A lot of people only associate them with shows but they're wonderful everyday horses. It's also weird that there are so many non-geldings. It makes sense for the wild horses but most of the stable horses are not going to be stallions/studs. But those are all nitpicks.

To be fair though, they did try to do something about it back in 2016:
iirc it never went live (this is from PTS) as there seemed to be some issues with the animation (or rather, laziness because it seemed they only adjusted the skeleton rather than redoing it, so whenever the horse came to a halt it would slide from the original standing pose to the new one. It didn't look good).
I do think it's the same person who made the original dogs and horses, but the skeletons are different, and I also don't think that person had a clue what horses look like.
Would you prefer this, maybe?

Agree with you on everything but I stand by my Skyrim statement.
You might not like their shaggy sturdy look, but they are some of the most 'horsey' horses in any game - based on Clydesdales I believe - I just wish they did more *stuff*. The horses in Oblivion were ok, but much improved by Alienslof's mod.
The best horses in Skyrim are from AlienSlof's mods. I don't have any need for a 2-person mount, just as well.
