I've found that simply because I haven't witnessed something does not confirm an event never occurred. Within the past 7.5 years Elder Scrolls Online has appeared on a variety of platforms, from ESPN to WebMD. Recently as April 1, 2022, ESO ads appeared on Everyday Health: Cancer; MassLive; and WebMD: Baby & Newborn.

Hunterka71✭✭✭YesSurprise events that don't make me miss something I can never get later are OK in my book, just like the Explorer event, or , hopefully, some double AP events similar to explorer for PVP crowd.
With "ticket"events I expect at leats week's notice, though they are sort of "guessable' if you follow PTS.1 -
