Cyrodiil is just sitting there waiting for a PVE revamp. They could end the Three banners war and convert all of that wasted space into a awesome PVE expansion.

Don’t see why we can’t have both at the same time. Adding a PVE chapter wouldn’t effect the pvp map at all, you don’t access pvp via the map any away, so it’s already split off..
Tharn wanted to end the banner war, maybe him in spirt form with all that dragon juice, tried to rewrite something back in time and book a bend or break in time where the banner war is locked/diverted in its own time line
Opening up for a pve chapter around central cyro and IC….I’ve been wanting to get onto that central isle for years!!!

They have made it clear that nothing can fix lag in Cyro, so it only makes sense to rework the zone. I bet the unexpected place we are going is a reworked, non PvP version of Cyro, hopefully with a PvP emphasis like instanced arenas or maybe an instanced dueling pit in arena district

I don't see what going to Shivering Isles in ESO time would do? TES4 works because it's set during a Greymarch. Hypothetically if it was going to be a Shivering Isles zone, it's going to be a re-hash of the TES4 plot (previously unknown Greymarch thwarted by the Vestige) which would not really make sense as the Vestige would have to mantle Sheogorath (the fate of the Champion of Cyrodiil). So what would happen for further DLC? Everyone 'becomes' Sheogorath?
IMO ESO really shines when it comes to original lore chapters (Elsweyr, Orsinium, Summerset etc.) and helps stand on its own feet. There's much better creative freedom when you don't have to worry about making things fit to the time-lines of previous TES games. The more original lore added by ESO, the less it feels like a cheap knock-off of an actual TES title.

Recent article in the Washington post had a Q and A with Rich Lambert. one of the last question ask was were ESO is going next year and hear was his answer
Lambert: I think the best way to answer that is we are going to continue to support ESO. We’re going to continue building new content, building new systems and making the game better as we go. That’s something that we’re committed to doing. Exactly where we’re going — new features that we’re adding — that’s something that we’re not ready to talk about yet. But hopefully soon we’ll do that. But I will say that where we’re going next is a place that nobody’s expecting.
