If I'm understanding it correctly it sucks, but it's not as horrible as what I initially thought, ie that ALL your achievements had been wiped.
I'd loose my mind if I bought a new computer and logged on to find my skins and titles and dyes all gone.

Looks like we lost? Zos should be ashamed. You keep screwing Playstation users over and over again.
I play on PC so I don't have to worry about this particular thing but I think it must be a Bethesda thing.
Skyrim and Skyrim: Special edition is the same way on PC. At least on PC I was able to manually copy my save files from one to the other but the achievements and hours played are counted separately.
If you folks have a way of seeing time played, like on PC (/played), you should also check to see if it looks like your play time counters started over again.

Are you sure about this? The question was not about the time that PlayStation has tracked, but the time that ZOS tracks for each character. Literally, typing "/played" into the chat console box.
(Edit: Question might have been about PlayStation tracked time, but the example was the ZOS tracked time... this ambiguity is how things go awry in forum discussions)
