Magicka builds cannot stack spellpower like stamina

    Spell pen.
Yep. You get like 5K pen just by running 5pcs light armour. Medium armour users have to run sharpened weapon just to have 3K. If you want more on a stamina build, you have to use Mauls or lover mundus.

Penetration is probably the best offensive stat in the game. It is worth more than weapon / spell dmg. Besides, when maxed, medium armour gives you 2% weapon dmg per armour peace, so 14% when maxed or 10% on a build using 5/1/1 (Undaunted passive).

The thing about this medium armour weapon passive is that you have to have large amount of weapon dmg stacked for it to be as effective as 5K penetration (or 7K if you run 7 light), so I guess it kinda evens itself out. Besides, magicka can have significantly better healing with procs as it is easier to stack max magicka than max stamina. So again, it kinda eaves itself out...

Tbh, now that I think of it, It is a shame that they did not make medium / light to give universal bonus (higher offensive stat or higher weapon / spell dmg, crit, pen etc).

That way, magicka builds could use medium and stamina could use light - giving us more options.

I think you are overpricing just how much pen is worth.
While you can stack pen only to certain ammounts, you can stack weapon damage endlessly without worying to overkill it.

Weapon damage also gives you option to boost your heals while pen obviously doesn't.
And as i said before, damage proc sets are far more powerful than healing ones.

Another thing you are not considering is light armor alone. Physical damage is 5-7% more stronger against light user which balances lower stam pen. Not mentioning less armor in general with light.

Guys here’s a radical idea. Make stam procs scale off of stam and mag procs scale off of spell damage. All heal procs scale off of mag.

Its really not that hard to stack spell damage, the masters perfected destro gives 700 spell damage. Just pair it with a set and Monster set that increases spell damage. Do spell damage glyphs on your jewelry and your weapon.

Oh, so mag players will have to use a single specific item and cast a 10 second long DoT every 4 seconds just to get their proc damage back to what it is now? That sounds awesome! /s

One thing I've never liked about gear balancing in ESO is that occasionally it seems like ZOS balances the rest of the game around a few overperforming sets/items, rather than just properly balancing those items.

Noone use masters destro because it has to be used with skill thats really poor. I dont know anyone who is using it.
For monster sets you have to give up your mythic items which isnt ideal too for every build.
Also, spells are 15% more expensive than abilities which may seem small but in real its a lot. Using spell damage enchant in pvp Isn't great idea because they you will have severe sustain issues.
You also have to build for stamina on magicka character. Its not that hard anymore with larger stam pool but when you are fighting someone for few minutes it doesnt really matter how big your stam pool is. What matters is recovery.
On stam you can just build everything for weapon damage and stam recovery
