That's a whole other can of worms.
Ideally the different races shoulnd't have a total set bonus budget but an offensive bonus budget and then a separate budget for defensive passives and lastly flavor passives and other useful things that aren't strictly combat related that exist outside this budget and don't affect PvE balance but just your playstyle. That way Khajiit and Bosmer could keep their stealth without giving up potential offensive boosts.
Right now the races happen to be somewhat balanced though. The only outliers are Redguards who deal too little damage and Dunmer who deal too much (stamina) damage (which is also not really their fault because everyone else got nerfed too much). Bretons, Khajiit, Bosmer, Orc and (stamina) Altmer are in the middle of the pack.
There are other problems too though, like the missing Argonian identity or Nords being only good at being tanks.This Bosmer was tortured to death. There is nothing left to be done.1
