Seems to me you are mostly upset about the shorts thing, and that sort of concerns me. What's with this fundamental religious kind of stance young people have today? If people want to wear booty shorts - here or in real life - let them. In some parts of the world, many people are fighting and being jailed or even killed, over the simple fact that they want to dress the way they want. Try to remember this. If you don't like that kind of garment, don't use it - but don't try to stop others from using it.

Why tf would I like stripper outfits!! they’re degrading and there is enough of that garbage already in ESO.
I wanna see outfits that look like high-end haute couture and are artistically beautiful.
They also need to add more eyeshadow and makeup. 😊

I'm actually all for the crotch flap, because without it you'd have a ton of blank space in the midsection. Just some skin clinging textures that tuck into a null flat crotch.
It's like painting a barbie doll, no depth/features. The flap is adding something there.

I think you're jumping to a conclusion which isn't there. The OP said it would look good as a gown, but their main objection is the stupid flap down the front because it looks stupid and ugly, not because it's impractical.

So far I had the impression that most people don't care if the costume is "skimpy" or not. The problem is that it doesn't look good overall. Upper and lower parts don't fit together optically. Also, the shorts look to plain and modern compared to the jacket and corset (or whatever that is). Most say, and I agree, that the upper part looks fine, but the lower one looks as if some skirt or pants were missing. That's the whole problem. No need to talk about religion or rl discrimination.

If you want to be a sophisticated looking player, then go for it. Not everyone wants that. I personally enjoy the look and styles of which you are poking fun at in your own personal distaste. This isn't the real world and pretty sure we ALL play ESO to have a brief escape from the daily IRL grind. To each their own, we all deserve to enjoy customizing OUR toons as we see fit. I find it annoying people running around in just their underwear on ESO, or having a super ugly helmet on, gigantic shoulders or a wedding dress on while running a dungeon lol... but you know what? who cares, it's just a game so whatever! You and many others complaining about this silly topic should really just pop the preferential bias bubble and just let people have fun, just as you are wanting to with your own preference. It's a bit ridiculous that the design department of this game has to feel so pressured in every direction because of "appropriateness" and they shouldn't. It's probably the exact reason why so many styles in ESO look so off. Everything is a mixed bag of "do's and don'ts". Put all the variety in the game as-intended and let it go where it goes, I'm sure there would also be a lot more sales of cosmetic items too for the company. In the end, we all win.
If appearance of other players offends someone that bad, then maybe they should take a hard look at themselves and even if the game they are playing is right for them. Having an opinion is fine but fun is the entire point of a game, no one needs to force their preferential bias on anyone. It's just too bad that not everyone will be that respectful in the first place.

You know when the new vampire costume came out my first thought was, "Wow I wish they had made a gown in that same kind of style!" And instead they apparently did THIS. The TOP is gorgeous. But... what the Hades were you thinking when you designed the bottom ZOS??? BOOTY SHORTS??? REALLY??? And boots. And, worst of all... the dreaded crotch flap. Disclaimer This conversation is experiencing some derailment as people argue about whether or not it's okay to have skimpy or sexy outfits. That's absolutely not the topic here. I called them booty shorts because that's what they are. I offered no judgement on those who wear booty shorts in real life. The problem with the outfit is that it is a terrible mishmash of conflicting styles that, individually, are perfectly okay, but that thrown together this way look absolutely terrible.
ZOS has done skimpy outfits right in the past. Here's an example:
It looks like something that belongs in Tamriel. If they want to make an outfit with the style of shorts they are using on this vampire costume I'm all for it. But please put them with an outfit that makes sense. Tamriel is woefully low on swimwear. By all means, hook us up!
Now as to the outfit in question, here's your obvious fixes ZOS:
Still sexy. No ridiculous flaps. Clearly, you already know how to do this since you've done it twice. If you're determined to change it up give us some different boots. Maybe some below the knee.
OR just give it a simple elegant skirt like this one:
Better still... make it in both options. I'd buy them both in a heartbeat.
You made a lot of people really mad when you stuck pants on the Elven Hero costume even though the character that wears it in the trailer certainly showed some bare thigh. This is not the way to fix that.
