Might be an UI bug on your part then, No-CP is still on flat 3 bars, Grey Host 2-2-3. Can confirm every faction was 3 bars or above on Ravenwatch (except DC) since around 7.30pm CET. Possibly even before that since it was then I logged in.
But yeah the crashes are weird. Sometimes they happen when running between keeps, and multiple people crash at the same time, but sometimes also when just being on a keep wall or gate.
When some people in your group get random loading screens one or two others might crash as well (at the exact same time, instead of getting a loading screen.)
And the occasional crash when using a wayshrine in cyro.

I really want to troll the PC master race here and tell you it’s your “outdated hardware” that can’t handle the game and ZOS just needs to stop supporting you and support console’s instead or your system is overheating like some kept insisting was the reason for all the PS4 crashes. In truth I can’t because I know the pain all to well you are going thru. My hope is they get it fixed for you and patch it out to you quickly. Knowing full well that this mess is like a hurricane heading my way and the patch to fix it will be much slower coming out to me on PS4.

1. Deleted old settings file
2. From Ultra Settings changed these...
Fullscreen Windowed
Disable shadows
Disable reflection
Disable ambient occlusion
Show Ally Effects: on
3. Exit game
4. Delete shader cache file located in same directory of ESO settings and GPU software's shader cache
5. Log back in, no apparent issues anymore YET
Haven't crashed in 3 hours instead of every 10 minutes, so I guess its worth trying...

No crashes in 6 hr of playtime so far...
I had a fairly good run on pvp, about an hour and half...I praised in my PVP guild chat 'no crashes yet!'...then I crashed.
Without a hotfix it won't go away. It's like hoping your car engine which is on fire will just put itself out.

Try being on console and waiting months for even the smallest response for our game breaking issues while pc get several responses in just a few hours 🙃😂
