No. He is suggesting based on the servers being available, not the player being available. It appears that is what you mean in the comment since the servers are up far more than 4 hours in a day, even on days maintenance is performed.
We all agreed to this maintenance. iirc it is a fairly straight forward part of the agreement we accepted.

@OP: You need to go back and read the "Terms of Service" and "Terms of Use" agreement you accepted when you started playing ESO. You will see maintenance times are included in those terms and compensation will not be given for it and YOU agreed to it by accepting (electronically signing) those terms.
