Exactly it- they seem to shaft the Imperial race in terms of changes specifically because it's pay only.
As somebody who owns Imperial Edition, and I can't speak for everybody else, but I think after 3 years its high time it became unlocked to everybody else. I don't feel any sort of elitism or exclusivity for owning it - I don't really see a reason to withhold it anymore. Most Imp. Edition owners probably don't even use Imperial because we all know in it's current state, it's sub-par.

Universal class. Although may be broken idk. Warden and Imperial have to be balanced carefully.

I'll im asking for is the Red Diamond passive to be more reliable and less rng based. Throw in healing recieved and change the passive to mimic Adrenaline Rush. That would be nice.

I never said it was P2W - but you can bet that almost any player who doesn't own Imperial Edition would make that claim as soon as ZOS started improving the class lol
I agree your changes would be nice -but I also still think they should give it to everybody. ESO is now in it's second life cycle - atleast they wish to claim so by calling Morrowind an expansion - there is no longer any real reason to honour the exclusivity of Imperial Edition. (Other than that can still sell it for more money )
Even Destiny gave away it's CE content at a later date.

With that said, 10%sta and 12%health is pretty good already. I don't see the need for an over the top third racial. A 2k heal chance on melee attacks is perfectly fine.
