Just as I figured when they added in dueling it'd be happening right next to the waypoints in every city in every zone unless the zone is dead. It's a bother in MMO's and a visual eyesore that doesn't belong smack in the middle of towns.
Make it incur a bounty so that duelers have to avoid the guards/witnesses and take that bother out in the wilderness where it doesn't bother anyone else.

I totally agree with you. Dueling in cities should be a crime and the guards should attack you for it.
Fortunately the towns on PC/EU have been relatively dueling free. It was terrible when dueling first was released.
Dueling lags the *** out of areas that are already laggy as ***. Unnecessarily contributing to increased lag in major cities should be a crime. RPing doesn't lag a damn thing.

Duels cause performance issues with the spamming of abilities in crowded areas a key contributor to lag, as well as encourage players to congregate in areas that are already difficult if not impossible to reach / log into when crowded.
Duels should be restricted to non-town areas, baring that, the OPs idea to have guards arrest and cite players for dueling would be an improvement.

Belkarth is pve people and crafters. Though I have to say that in AC one of my characters was permared, had no weapons or weapon skills and was my crafter. Getting ganked in town crafting is sure different from ESO!
All three Undaunted Enclaves have duelers near them most hours of the day.
Performance in Belkarth is so poor already I think if people dueled they'd get lynched. I hear people do this in newbietown (Rawlkha) and I'm stunned people don't freak out on them. I suppose people couldn't even log in there so perhaps it's just not noticeable among the other problems there.
