I've opened two chests using CE treasure maps and got just usual stuff, not from any set. Is this a bug or CE treasure maps not supposed to drop set items?

The treasure they provide, and the locations they lead to, are wholly different from what you find from Treasure Maps acquired in-game, which do provide set item pieces. These things were true from the game’s launch, through One Tamriel.
We want players to be on an equal footing when it comes to their ability to acquire gear and power, regardless of their purchases. The CE Treasure Maps are intended for new players, who’ve only just begun the game: they provide a few non-set items to help an under-geared player be sure they have some non-white items to equip. From there, we encourage players to obtain higher-quality items, and set items, by playing the game.

Ha! I have had 3 of these coffers in my inventory for 2 years. What you are saying is, I should vend them. Haha

Glad to get a confirmation that these maps are worthless and i can delete them from the game. Maybe you should rename them to CE Junk Maps, so others dont get the impression they actually contain treasure.

I'd rather that they keep it this way than to take a step--even a trivially small baby step--onto the slippery slope of P2W.

To be honest the first step to P2W is the gamble crates. At the start almost all companies introduce them with junk items but soon progress to including P2W items as they make the most money this way.
I dont mind what they did with the CE maps, but surely don't call them Treasure Maps (Collectors Edition items usually are better, not worse i should add, in my experience anyway) and secondly now i know they are junk i have deleted and cleared up space )

Now Mr. Schmetterling read this again. Aloud... Slowly...MSchroeder wrote: »We want players to be on an equal footing when it comes to their ability to acquire gear and power, regardless of their purchases.

my recommendation would be alter what they drop to include ONE set piece of the trainee (only training trait for obvious reasons), 20 potions of each of the 3 stats (hp, magicka, stam), 5 grand soulgems and 2-5 tri-stat food equal to the crown version.
Maybe you should rename them to CE Junk Maps, so others dont get the impression they actually contain treasure.
