I think that makes the most sense. It keeps the houses in the world and keeps the player base together rather than splitting it up into numerous areas that are filled with just houses.Sounds like Housing will be instanced

I don't suppose you have a list available of where new buildings have been added to zones, and (perhaps more importantly) which existing NPC houses have been repurposed and where the residents of those have been moved to? We would like to ensure we have fully documented the existing state of these NPCs and houses on the UESP wiki before the world building changes drop on Live. Just as a bit of friendly feedback in this regard! Can we please get a 'cave' as a house? For example, the Dark Brotherhood Sanctuary had an absolutely amazing look and feel to it! It would be super awesome if a copy of that could become a house/home the player can purchase, just like any other house in the world.

I'm trying to find the differences in areas on the PTS vs. Live.
I took screens of the maps, but there's no difference that I can tell.
I guess they haven't updated the map yet, I don't see a difference. Does anyone else have in-game screens of what construction is going on? Or where it is?

Of course it is - the gameworld wasnt designed for players to plop down housing anywhere they please. Besides, instancing means every player will be able to own a home - instead of space getting used up or that awful, limited space neighborhood system that a couple other games use.
Would I rather have my own place in the world for all to see? Of course I would. But thats not realistic thinking for the kind of gameworld ESO has.
Bottom line, instanced housing is just fine. Is it ideal? Not for some, but many things arent. Such is life.

Adding a room or suite to existing Outlaws Refuges and the Dark Brotherhood Sanctuary might also appeal to many players.
