ZOS policy for cheaters since the start has been tell the community "NO NAMING AND SHAMING WE MUST PROTECT THEIR RIGHTS!!!".........CLOSED, REMOVED, HIDDEN, BE SILENT PLEASE!!!! WE MUST HIDE THIS FROM THE WORLD!!!

People have been cheating in ESO since beta.....some have even streamed on twitch, youtube videos about it and never was anything done about it....even though for a year or more these people cheated and were well known by the entire pvp community. Yet ZOS did nothing but PROTECT THEM and ignored the issue, it was a very small minority....

The only reason ZOS is even thinking or pretending to say they will do something about this "maybe" is because people were so sick of ZOS's attitude and BS in elder scrolls online pvp, they started not to care anymore and didn't care if they got banned they just wanted this crap to stop, so some of them who never normally would cheat, decided to join the cheaters and started showing up ZOS by making it so wide spread and obvious,.....THEY HAVE TO DO SOMETHING ABOUT IT.......

That's how they like to tell the story anyway....make of it what you will....

Personally I have no reason to believe or trust ZOS and if I go by their lack of action and communication and even to the point of spending more effort enforcing rules that protect those who should be perma banned.....

I am 99.9999999999999% sure this issue will never be resolved.

You are mixing up real life with fantasy. By your standard we should all be murders and poachers by killing indiscriminately. This is a video game real life rules do not apply including morality. Do not get me wrong I do not condone cheating or exploiting but for crying out loud it needed to be fixed two years ago, quit blaming the players. It doesn't bother me at all that gap closers are used in the absence of wall scaling equipment.

This is the standard response of those with no moral code or conscience. Pretty damned tired of seeing people try to justify their lack of personal ethics by trying to blame someone else for their own exploiting.
