Anyone who has half a brain just needs to look at leaderboards to see, especially when this hacking was in prime to get that. Not to mention, most of the people who were wrongly banned were unbanned in a day or 2. This person and some others(?) was unbanned 3 weeks after. It's clear at this point they turned their backs on their word, forgot to mention one of them was perma banned before prior to this. Well from a development standpoint:
If I just created a system that detects and automatically bans players who cheat, what better way than to relinquish the punishment of known cheaters, so they cheat again and I have definitive test results of my detection measures working.

Can you give the ESO community a reason for two things:
1) Why are players who were perma banned able to loophole around the system and just create new accounts?
2) Why are players who were perma banned regaining access to their old accounts that were banned?
