According to the (updated) system requirements, Windows 7 is minimum.

C'mon, having Vista & non-DX11 card in 2016 means that you should, before anything else, upgrade and update if you want to play. You cannot expect a modern 2016 game to be forever compatible and run on system that is so heavily deprecated. Further, Vista was a flop the moment it was released.
The price for new Windows was very low and there were lots of heavy discounts (I bought W8 for like 15$ and updated to W10 for free), and DX11-ready cards are very cheap too.

DirectX 11 was released to market on October 22, 2009. It is compatible with all Windows operating systems since Windows Vista (which required a feature update to support it).

It is a modern and timely upgraded game. Just because the first version was released in 2014 doesn't mean it was finished 2 years ago. That's like saying Photoshop is 26 year old program and should run on W3.11. Lots and lots of game components have been added, updated and improved since 2014. We just got a 64bit client and I guess the whole game optimization will go towards 64bit in the future. So yeah, expect the minimum game specs to go up. ZOS, more than anyone else wants to have as wide as possible gaming audience, they would never restrict the players with if they didn't have a valid and well thought reason behind this decision. ESO is a mammoth project that is actively maintained.
As for Vista, yeah, it's a nice OS _when_ you remove TONS of bloat, preferably during installation using the custom manager. If not, it runs like hell. Been there done that.
