They will have to add new items because most regular PvE players did NOT participate in IC and this DLC will be the only way they will be able to level to VR15 & 16.
Hilarious. In every MMORPG we keep hearing the dwindling cry of the 1% asking for raids as they die off in number.

Sure, most players who are already VR14, but there are many of us who are NOT VR14 and don't have banked XP, which means having Orsinium offer VR15/16 gear is the only way we'll get it because many, if not most, of us refuse to step foot in either Cyrodiil or IC.

Why not create content that allows both, groups of four as well as solo players, to play it, quest lines that scale not only to level but also to number of players, with equal rewards (maybe differentiated by quality)? Why not introduce a hardmode that has the same rewards, whether done solo or duo or grouped, because difficulty scales that way?I see what you're saying. Imagine if there was a hybrid zone. People would complain about some content being required to group to get stuff. Some would complain about the opposite.
I'm not sure whether Zenimax isn't sure what this game should be, or if the player base is confused. They both seem to be a thing.

I don't think they'll release Murkmire. Too many people would complain about it being group content.
