The problem being on PC there's easy access to even Third Party chat on the PC without ever leaving the game.
The Third Party Voice Chat is similar to PS4 anyways but handled better on PC.

I play on PC. But I know where you guys are coming from. No text chat is seriously hindering me from purchasing the console version, so I can play with my cousin. Between us we could text chat through our phones. But still, I can't imagine why it hasn't been implemented.
What I don't want when coming home from a long day at work is listening to kids screaming, and general racial abuse over headphones, as I read is happening. I'd like to chill and play, and read what people are selling/buying.
I agree that text chat is something every mmo should have.

And if that happened on text chat it could be logged, reported and the person(s) banned. Voice only, it just drifts away into the wind and the racists are free to do it again and again and again.
Nah we know the real issue ZoS is too cheap to hire moderators in the console versions of the game.
