Will this next patch make it so that Guards can finally and justifiably be killed, instead of having them be gods compared to all players?
Guards in towns should be basically unkillable... imagine how insane the Justice System and towns/cities would get if you could just kill the guards and get away with everything... that sucks.

Gamers are gonna game, bro. Virtually everyone on PTS will use the one-shot bug when they start to lose, get bored, feel like being a jerk, etc. Not worth the time/effort to find pvp on pts imo

Should he continue to use the ability on the PTS knowing this, should he or anyone else that uses it be banned / suspended for exploiting?
You're correct - an exploit is an exploit regardless of which server you're on. The purpose of the PTS is just that - to test content. Since this bug will persist throughout the week I can give absolutely no feedback on combat balance this patch except that people are one shotting people. Nothing else will be credible from anyone this week. Seems like a waste of precious time, time that is probably quickly running out before you release 1.6. A hot fix is nessessary if you want any meaningful information for 1.6.2, just saying.

Simple, spawn more guards. Multiple players attacking a guard? Send a few more guards after them. They should remain very powerful but invincible is extremely lame and the potential issues it prevents can be taken care of in other ways that are more immersive and much less lazy/lame.
