    Someone said it had to do with Warhorn stacking. They said while it stacked, they were unable to gain ultimate. They then said when they relogged it fixed it and they were able to gain ultimate again.

    Haven't singled out what causes it. Just seems to be random, as some people aren't getting bugged doing the same thing (or not as bugged), and other people are getting bugged with a one-hand and shield so I don't think you can just say it's 2H only. It's definitely buffs stacking and never ending. A few people in our group have multiple Battle Spirit buffs... so extra mitigation and health.

    Someone using warhorn repeatedly? You could just log out and it will fix it...

    It's not warhorn. The damage seems to go up by itself over time. Not sure what is causing it.
