I was never even kicked from the game during those hours.I would also very much like an answer to this topic, I've been subscribed since beta, but due to my preferred payment method, I had to go with non-recurring subs each time. And there have been these days where I tried to log in to ESO to realize my sub just ran out, which prompted me to refresh it straight away.
It would be uncool to miss out on a loyalty reward by basically a few hours.
I think thr perspective of "as long as you had an active subscription at some point during each of the months ESO has been live. Even if was for one hour." Would be a fair way to handle extenuating circumstances.

What it means is that if you purchased the game and have subbed since April 2014 to March 17, 2015, you'll get the special reward. I don't anticipate there being any leeway."

Customer 1: that's so unfair, I subbed 11 months, only missed by one month, can't there be some leeway?

@Jahoel if you watch ESO Live, when Matt talks about the reward he mentions riding on it. So that's a pretty good confirmation we're getting a mount. Well, you are, I lapsed so many times no leeway is going to help me.
A way to solve this would be to say if you have sub for a total of 12 months (whatever the timing is since release) or more you get it but the mount is only available for the first 30 days after the release of TU. That way people who did not lapse more than a month would be entitled to this.

It really should be 12 months total, not 12 months without any disruption. I myself have been travelling for several months, obviously not subscribing during that time, but I've been otherwise playing since beta.
So... I was in the beta. Reported many bugs. Then, shortly after release, I stopped playing for RL reasons. My highest level character was a level 14 Imperial Dragonknight in the Daggerfall Covenant.
I was looking the other day, and found that... somehow... I never cancelled my subscription. So I've been on auto-pay for all this time, and never played the game. Stupid me, I know. Anyways, after realizing that, I logged in the other day... I've got a bunch of pets now, loyalty rewards or something, and my skill points are all reset. The highest level I had gotten any of my characters to was level 14.
I want to start playing again, now that I have some time, and have a couple basic questions. I am in fact trying to find answers to these questions via google search, but there's an awful lot written on the subject to sift through, and yet much of it is old information.

I am inclined to agree with this if, and only if, the one week lapse was completely out of the subscribers control. I have read this thread and most who had a lapse provide an excuse, but no reason to justify why they should get the reward. Almost every unintentional lapse could have been prevented by the subsciber, if they had taken proper actions before the subscription was up for renewal .
I dont think the reward is intended for those who play a lot or who play regularly. There are already rewards for those (on a quarterly basis). The announced loyalty reward is for people, me included, who maintained a continuous subscription without a break. If you did not maintain this continuity then why should a reward be provided when there are subscribers who did not lapse? We took actions to ensure a break did not occur.
I know most people are not going to like my position, but a line has to be drawn somewhere. ZO said it was for continuous subscriptìon and they should stick to this. It provides meaning to those of us who financially stuck through the growth problems.
