I'm starting to get to the point where I feel like the hardest thing in the game is finding 3 more people to do Darkshade Caverns with me. Done about 35 runs so far with no luck.

All those proc chances are way to low to worth other bonuses you could have by getting other sets.
Even such things like Lich Crystal and Valkin Skoria sets only worthy on AOE fights.

The final boss in BC is the only one that drops the Helm, and the first boss in WS is the only boss that drops that Helm. There is no irregularity on which Boss drops it, it's only 1 per Vet Dungeon and it's always the same Boss. As for bad RNG, I am one with it. I've had only 2 Shoulders drop since this system came out and only 3 different Helms. I can't tell you how many times I've run SC for the Gargoyle Helm and seen it drop repeatedly for 1 player while the other 3 of us in group never got it. Of all of those, only 1 Helm is exactly what I want, the rest are either Medium-Sturdy or something else that I'm wearing anyway like Light-Reinforced just to get the 2-set to work. Also a strange thing in vet BC, last boss Rilis seems to drop the helmet more often than the Daedroth boss. While in vet Wayrest I only got the mask from the first boss, so there seems to be some irregulaity in which boss drops it.
According to that unlucky guildie of mine, the number of runs is 300+ =x Still no Bogdan helmet. He even wrote a ticket to CS and they told him it's "such a rare item" and he should "keep trying". Right.Yeah, I think ZOS forgot about the long tail, sure RNG is awesome for the people in my group who keep getting helms on their first run - but for me who has run Wayrest 35 times now with no helms it's getting infuriating. They really need to add a bonus to your RNG the longer you go without a helm in a specific dungeon. I'd like to know what the maximum number or runs I can do before I get a helm. But right now it could be infinite.

Man you have AMAZING RNG luck. I have turned in over 30 gold keys (only 1 VR character) and have received only 2 Shoulders total. I have farmed several of the Helms so many times I can't even count (well over 100, probably much more) and have had only 5 total Helms drop, 3 of which are Medium-Sturdy. In one evening me and my Guildmates farmed the Gargoyle in SC for an hour and the Tank got 3 in a row, nobody else got any. Each Gargoyle run takes about 4-6 minutes, including the time to disband-regroup-booted from Dungeon-then porting back in.Shoulder Drop Chance = 1/6

I have yet to receive a single helmet drop or shoulder drop since this whole thing started.
I have guildies that get 3-4 helmet drops a week, and I get absolutely nothing.
Im pretty much over it, im not bothering with it anymore. I have to say its pretty ridiculous how these things are decided to drop. Since they don't care, I guess I won't care, and just not bother with any of that Undaunted stuff anymore. Its not like i'll get anything other then a generic purple staff, 69 gold, and a gem from it anyways, so why even bother.:(

You seem to be very unlucky, how often do you get a gold key? If you run 4 dungeons a week you should have gotten a helm or shoulder piece at least once by now.
I think the helms themselves are fine. I am personally annoyed that the dps set (and even master's bow from DSA) drop for my healers and tanks and I have yet to get one, but the point is you CAN farm these items.
To be fair, the sets will all have a niche. For example, the light armor set which increases light and heavy attack damage after using a spell costing stamina is very effective for Overload sorcerers. In testing my Overload light attacks reached 1300+ crits and heavy attacks reached 600+ non-crit.
As far as the 2-piece sets go, a few are good, one or 2 are overpowered, and the rest are neat. The only one I would call terrible is the Bogdan's set.
Blood Spawn and Engine Guardian are overpowered.
