It's why a lot of companies have to offer price match guarantees.
People get (justifiably?) upset when they realize they dropped their hard-earned cash, and then someone else came along and randomly got a better deal due to a promotion.
In this case, at the end of the day, giving everyone that ordered at full price the dog pet would cost ZoS nothing, and would go a long way to helping with the heartburn about Steam.

This ... not sure I actually care about having another pet; but this seems like just a slap in the face for early adopters. That would likely cost them money...granted it would be to steam's advantage because they get to up sell products through the steam engine. But just giving away a steam license for EOS doesn't seem like a zero balance action.they just need to give us all product codes so we can activate on steam.
I have no problems with the discounted price on Steam, and don't mind not having access to the game through that platform. What I do mind is that exclusive content is being doled out to new players, and early adopters are left stranded. We who played the betas. We who signed up early. We who endured bugged quests even after official launch. We who were locked out of Cyrodiil for weeks after patch 1.2.3. Would it be that hard to offer the dog to new Steam accounts, yet allow older players to buy it, even if for a large-ish amount of in-game gold?
I honestly don't care that much about the pet, but as an early subscriber I feel ZOS are taking me for granted.

Yes, you missed out on a benefit of a pet. You know what you DID get though? Several months of in-game time more than those who wait to buy now. Plus the everlasting ability to say, "I was there." I'd say that carries as much weight as some dumb dog does.
