This has 12% base spell damage, while the patchnotes mention none at all.
There is no longer a base at all.
The original had 9% base +1% for every 1500, the new version is just +1% for every 1750.
The 12% you're seeing is 18% for my character which has 32k Stamina. So presumably, you have around 21k max resources to get the 12% you've screenshotted.

At the moment I'm playing at the bare minimum (for me who has been known to run jaunts of many ESO hours a day).
Sorry to say but I'm confused about the changes and the lack of clear and concise information. As my most beloved trait is adapting to changes I'm going into what I call "Wait and see" mode.
I'm not interested in reading reams of information so I will slowly experience and adapt as I go along. I really appreciate the new drive and especially the improved communication and have continued optimism.
It's just that there's a lot of changes happening so I will take it slow and observe.

Playing less these days. I may get online to do some dailies and if there isn't a group activity going on, then I'm gone to another game. Either Oblivion or Resident Evil (have never gone back to enjoy the remakes). And I'll be blunt in stating why:
This game continues to try to add new things to the game or fix things WITHOUT actually addressing the problem.
Case in point is subclassing. Love it or hate it, we ALL know that it is completely and totally broken. And yet, the devs are trying to rebalance the game WITHOUT addressing subclassing. But when you are rebalancing the entire game against something that is completely broken, how can you expect the product to NOT be even more broken than it was before?
Maybe this will FEEL better in two years when all the class reworks are actually out, but until then, this just feels like they want to keep giving us broken toys to keep us playing. Honestly, this feels like the Destiny 1 approach to balancing the game - the devs conceded that they couldn't have 1-1 balancing where everything was equally strong, so they gave us a rotating meta where things would be buffed and nerfed in cycles to allow each weapon/class to have their day. Only with ESO, each and every rework is going to need to be stronger than what we had before to reset the meta. I really don't feel like having to rework my builds every time they release a patch, and I really don't want to play a game that is in a partially rebalanced state.
And until I hear devs acknowledge that subclassing (and to a lesser degree, scribing and hybridization) are issues, I remain pessimistic about the game's future. So I'm investing less in this game, and more into others - primarily single player games.

Transmute Station Locations: just "Huh?"
This was not addressed in the Patch Notes that I saw, but Solitude and Sunport are both missing from the list of Transmutation Station locations. The rest make sense: 3 alliance capitals plus Eyevea (base-game), Wrothgar (chapter in all but name), and the main towns in all the chapters except those two. This is not a complaint as much as a "I'm really trying to figure out the reasoning behind this." I'm doubtful that it's a Nord thing or an Altmer/Argonian thing, so that leaves more practical stuff like there just wasn't room to fit one in the guildhall or somesuch.

I actually was able to get on briefly, though I don't believe I was supposed to? I hope this post is okay but I wanted to give some folks something to see.
The Pack Leader (which I don't have screenshots for) had blue/green markings, I couldn't tell against the white body, but still. Sadly, here's the only shots I have.

Gameplay wise, I LOVE the size increase, i think this is great. Though the audio left much to be desired, but some also felt bugged, so I won't heavily comment on that since I did get on early and some things clearly weren't working right.
I hate the glowing markings, I knew this would happen but I still hate it, sorry guys.
I like the model though. I have my gripes, but I don't hate it, I can accept this.
Animation wise, I felt a little disconnected at spots, just like how I feel with new DK and new Two-handed, but it may just take some time to get used to. I'll probably open a more detailed feedback thread once the PTS properly opens.

From the PTS we now know the amount of story content. From the patch notes: it is all over existing zones in Tamriel and Glenumbra has a modernization pass like the starter zones.

Re: The Vestige’s mortality and afterlife status in ESO after reclaiming their Soul?
It was my understanding--perhaps incorrect--that a small fragment of our soul remained with us, and that was part of the reason we were so different from the other soul shriven. Then at the end when the souls were released from Molag Bal/Coldharbour, our soul came back to us because that fragment drew it.
The body being formed from chaotic creatia was something I didn't realize for years, and that part doesn't sit well with me. It would be quite shocking to come across our former body, moldering away. Although I have noticed that corpses in this game are never in various states of decay. They're either full-bodied freshly dead, or skeletons.
However, if our bodies are chaotic creatia, even with our full soul, that would explain why we can keep resurrecting and using wayshrine travel even after we're fully souled again, which I would think would make us essentially not really mortal. So if we never can truly die, our soul will never get released to any afterlife. Yet something has to eventually kill the Vestige, or else the Vestige goes anonymous, because no one seems to know about them in later timelines. What'll probably happen is Meridia will come along and kill us/claim our souls and make us work for her forever. She'll considered it payment for how she "helped" us in Coldharbour.
I'm not sure that the game mechanics of resurrection and wayshrine usage ever really needed a lore explanation (we don't get lore explanations for our crafting bag, or regular bags, or house teleporting, etc.), but we got one.
