LOL I see a bunch of stuff you haven't done in Auridon alone. I think the people who claim completionist's are not really completionist's.OK I'm pretty over people telling me to explore and that "quests aren't the only XP" like I don't know that already. So here are some screenshots of the content and achievements I have in the different zones just to show people this IS a bug and it needs to be fixed as fast as possible or many people will leave the game.
Did you join all 3 NPC guilds and do their quests? I mean you didn't do Banished Cells so advancing Undaunted rank must not be important?
Anchors are Fighters Guild rank (mouse over in your skills, tooltip says so and dialogue with Sees-All-Colors tells you the anchors are important to the Fighters Guild)
The black tower icon to the NW of Vulkel Guard is a part of the main storyline for AD, rescue the Queens Entourage, there is a whole little quest line there you missed.

Why wouldn't it be? If 35% of players keep falling behind, it's a real problem and developers need to take note of it.
I am still thinking there are some differences in Factions or something, or that some are not telling us everything they are doing to be so over leveled for their quests.

Daggerfall - Stormhaven - Complete 64 quests
Aldmeri - Grahtwood - Complete 41 quests
Third Zone
Ebonheart - Shadowfen - Complete 62 quests
Daggerfall - RivenSpire - Complete 43 Quests
Aldmeri - Greenshade - Complete 45 quests
So in the first three zones for each faction it comes out to be
190 Quests for Ebonheart Pact
168 Quests for Daggerfall
132 Quests for Aldmeri
Now, that by itself is not evidence of anything because we don't know the total experience given for all those quests but the difference in totals could make a difference.
I am in the Aldmeri Dominion and find myself a level or 2 behind in spite of completing every quest i can. I'll have to start a character in another faction and see if that indeed makes a difference.

To test I started an alt in Daggerfall Covenant and leveled up the same way I did in Aldmeri. I did the prison, starter island and have now made it through Glenumbra. I got the quest acheivments for each zone and did several more quests beyond that. My new character is at level 17 so I will be a few levels ahead of the zone I will be going into.
I just don't think the Aldmeri Dominion has enough quests to easily overlevel content. I am not complaining as my Aldmeri character is doing fine. But the discrepancy in quest bumbers is pretty large.

I've not spent time Grinding a zone that I can recall.
I started AD faction - Finished Khanarthis Roost @ 6-7, Auridon @ 19-20, Grahtwood @ 26, Greenshade @ 32, Malabal Tor @ 40, Reapers March @ 46 (and reached V1 before I finished Cold Harbour)
I should also add that I have not been able to trigger the next mages guild or fighters guild quests.
