As a completionist I am finding that even after finishing everything in a zone I am still way behind on levels the mobs I am fighting are level 28 and I'm level 24.. I just feel like there's nothing I can do to keep up, dungeons don't offer enough experience to catch up.

I should also add that I have not been able to trigger the next mages guild or fighters guild quests.

here is a SS detailing my current progress in zones, please note that I know I have not completed everything fully in each zone but more then enough to gain the levels required according to some people.

On the contrary, if i explore and complete every quest i find, i will often outlevel mobs in the next area or map.

How? I could send you a screen shot of both of my 7 - 15 zones and 15 - 24 zones fully completed and half of the 24 - 3x zone and am stuck at level 24... I honestly have no idea why...

I assume the XP must be bugged or something.

No, I have never been too far behind, I'm either a level or 2 below the mobs or a few levels above.

Just kill everything while on quests, keep exploring and doing the quests, get all the public dungeons done, grind out some xp even if you want, without even aoe grinding I could make a level in 30mins.

Just takes patience and perseverance, plus if you play right you can easily solo mobs 3-4 levels higher than you.

wut? Did you not read the description? Your advice is to tell me grind? What am I playing an MMO from the 90s?

My highest level character is level 9 and still questing in Khenarthi's Roost, the AD starter island. I've consistently outleveled content both in the beta and on the PTS--and nothing has changed on live.

Ok so I just found out that apparently anchors are essential to gaining XP and doing them will level you fast

Somewhat to my annoyance, opening lots of chests also appears to contribute to leveling faster than I'd prefer.

NVM just took part in an anchor and got 1% XP... what a joke

You're definitely not completing everything. I'm doing the same thing and I'm actually a little higher than the mobs.

Either that, or you're doing the section of a zone with higher quests instead of the regular flow.

I was ahead until I finished Grahtwood at level 23. There are some oddities moving to the next area, for instance one of the first main quests requires level 26 but the one after it only requires level 24. I'm not sure the level requirements have been quite sorted yet.

For the most part I've been approximately on-level (+_ 1-2 levels either way). What faction are you? That is an important detail: perhaps some factions have a different leveling experience?

i'm always a level or two ahead and haven't done any group content. Exploring, opening chests, and etc seem to give a lot of exp.

i reguarly do quests 4-5 levels above me. It requires me to play smart and not just run into room and smash buttons. Im a 2h Nord Nightblade with Bow backup. I use combinations of stealth, poison arrows, with snares and stuns plus siphoning to win a battle.

There's no room to maneouver. You have to complete every possible source of XP in each zone AND grind mobs along the way.

Level has absolutely no meaning in TESO at least for me this far (level 30) Only thing that makes a difference is the elite status on the mob(s). I leveled through the 35-40 area as 25-30. Nightblade bow only.

I am currently level 30 and just finished greenshade. I find that i am usually on par with most of the mobs around me. Given that i did not do some dungeons becouse i couldn't find a group and was constantly dying.... it was really late so i was to only one online.

I'm only 10th level but I find that most of the time I am over the normal level of the mobs around me. I spent a lot of time exploring the two starter islands and wandering around looking for craft materials... that might factor in as there are a lot of creatures that have craft materials attached to their bones. :)

I don't avoid any mobs if I can help it, other than the ones that offer repair bills. I do every corner of the map that I can. in Karas Roost I left the place 3 levels above so when entering Auridon I was comfortable, and again I left there 3 levels above. I wont leave an area until am above the first mobs I encounter in the next. I stayed back to grind my blacksmithing, because like most games its easy to let it fall behind. So with crafting exploring, reading, and a ton of fighting theres no need to be below the level of mobs your up against.
Fall back a bit, smell the roses. Don't rush to your next area. Don't try to keep up with ppl without a job, who can spend all day on this game.

Im always about half a lvl behind or above. Mostly it's because in every zone there are without fail atleast 2-5 quests that are bugged and cannot be completed. The only thing i've been able to do so far though is to report the bug, move on and when I get about a lvl behind I do the instances or in the only case i've had to resort to farm was at Greenshade. Luckily, the area I was farming was part of the ''Retaking the Pass'' quest and got 1 lvl in half an hour.

No and I have no used a ring of mara until the last two levels under a misconception that it was like WoW refer a friend. Instead it is much more freeing and adaptable.

That said: I've been following Skyshard and Quest guides so i don't miss a thing in order to get as much out of the game as possible. I am OCD and have to turn every symbol on my map white, and I also have achievements for finding all the locales in my faction.

In the beta, however, I was severely underleveled, however this play through I found areas and quests I did not know existed from last time because I was following these guides.

I've always been 1-3 levels too high, which makes the game too easy. 1/4 of Grahtwood left and I'm 25.

Not at all in fact I've got to the point in every zone I've played in where I'm at least 2 levels above when exiting. Exploration, chest opening, public dungeons I do a lot and all offer xp and I haven't grinded at all.

Just a thought. Are the people that answer yes, doing cold harbour and or the starter islands because there maybe their issue if not. I have 4 characters and each have done both.
