How? I could send you a screen shot of both of my 7 - 15 zones and 15 - 24 zones fully completed and half of the 24 - 3x zone and am stuck at level 24... I honestly have no idea why...
Just a thought. Are the people that answer yes, doing cold harbour and or the starter islands because there maybe their issue if not. I have 4 characters and each have done both.
ESO is ESO. It is not any other game regardless of era. You have a stereotype you imagine for all current MMO games but you are mistaken. Your image of the game is not the game. The game is the game, and you are failing at it. You wish to learn if others are failing at it as well, and of course some are. IT IS A GAME. That means some succeed fairly and some lose fairly, like you. Just kill everything while on quests, keep exploring and doing the quests, get all the public dungeons done, grind out some xp even if you want, without even aoe grinding I could make a level in 30mins.
Just takes patience and perseverance, plus if you play right you can easily solo mobs 3-4 levels higher than you.
wut? Did you not read the description? Your advice is to tell me grind? What am I playing an MMO from the 90s?

I really want to post Screens shots of my map but I couldn't be bothered. I only skipped anchors because I assumed they were optional and from recent experience today they ARE a waste of time if you want to level at a reasonable rate. I've seen all sorts of theories on how to out level your zone when it's completed by like 4 levels but I have attempted to do them and receive maybe 1/8th of the XP that people say they are getting from things... For example someone said to open master chests as they give "like 20% XP" (his words) so I went hunting for some.. Found 3 they each gave me 2% XP and they were all found in areas with level 28 mobs. Same goes for anchors I tried them after what I said above and I'm getting maybe 1% XP per anchor on the first completion of said anchor plus maybe 2% from the spawned mobs. Not nearly enough to raise me 4 levels and put me on par with the mobs I am fighting. So I thought to myself maybe I am sneaking past too many mobs ( I Sneak past about 20% of mobs) so i tried not sneaking for a few areas just to see what the XP was. Grinding level 25 mobs I managed to grind out 3% in about 45 minutes so I can see how that would help a little but realistically mobs give *** all XP (roughly 4 -8% an hour depending on your speed) probably in a zone I would get maybe get 1 level from pure mobs. The only conclusions I have been able to draw is that the XP is bugged for some people or something is flying over my head completely. I'm sorry if you don't believe what I'm saying but it's true.
Oh and to top it all off I'm using a ring of mara.... I'd hate to see this without it.
