Feathers drop from the gold plunder skulls which are earned from defeating a unique boss each day. So one for delve, world, dolmens, public dungeon, group dungeon, arena, and trial. You can also earn one from defeating the event bosses each day which is through the quests at the witch mother's coven in the first major zone of your alliance. One for hollowjack, one for the crow boss, and you can earn one more from doing arc 1 of infinite archive.

The feathers are not guaranteed and need to be consumed in your inventory in order for it to count towards the achievement in the holiday section of the journal called "What a hoot" for the pet and as a result gain access to purchase the free mummy costume.

I think that is the point. Both of the ones I have came from gold ones. Farming purple ones is defined as 'insanity' somewhere, or at least should be. 😃

Because they used to. It used to be that the gold box (once a day) would guarantee you a new thing and then the purple boxes had at least a chance to get another even if it wasn’t a very good one. So if you wanted you could keep farming and trying, or you could just rely on your one-a-day.

Feels like old purple is new gold with this event. You’re guaranteed to get something but because there’s so much old stuff still in those loot tables, most times you’re likely to not get something new. My Hollowjack box last night was a witches writ, a blue treasure, and bait.

I have got 5 horned Owl feathers!
Every day I do a delve boss, a group dungeon boss and last boss in Infinite Archive, from this I have got zero horned Owl feathers.
Saturday and sunday I did group dungeon with 18 char and from this I got zero horned Owl feathers!
I have got many hundred plunder scrolls boxes and I have got zero horned Owl featers from this.
I got 5 horned Owl feathers from a friend who mail them to me, she have got 15 so far.
Can I ask someone how the balance in this game works?
Can some one say this sucks?

I've been doing 8 gold boxes and the accompanying purples everyday since day one...only ones I don't do are Trial and Arena.

I've gotten 1 feather and 1 style page...guess I am spending keys for the feathers.

Cursed feathers will drop from purple skulls. Horned Owl Feathers onlyl from gold boxes.

I have to eat crow (no pun intended!) about saying that the drop rate for the horned owl feathers is stingy. I didn't know that they only drop from gold plunder skulls. Since making a point of getting 4-5 of those per day, I've received at least 1 owl feather per day. Apologies to ZOS.

I have 3 or 4 now across PC and XBox, NA and EU, with about 12 golden goodies bags per day. If i have the time that day to get 12.

I received 3 feathers so far and only 2 new style pages. However, I keep getting some really old style pages, which I don't need from previous years in place of these and even no style page at all. This shouldn't be the case. We should get 1 guaranteed style page and one feather per day upon opening our first dremora plunder skull after that it should be by chance.

This is a timed event. So, it's not always available to get these items like in normal content. Imho, the drop rates for the new gold style pages and the owl feather should be significantly higher due to this fact if no guaranteed drop is in place.

This drop rate is too low for a week since we need 10 to use them. playing another week at this RNG will not allow a lot of players to receive enough to complete the full sets of anything.

Also, all past items, not just some, should be separated per event year into multiple "witches grab bags".
Example witches grab bag 2022, witches grab bag 2023, and so on. At least players will have a better chance to get some of the items they want from the event and not just any old item they already own.

That is some seriously bad RNG. I sympathize, especially since it's time-sensitive. Before I switched to getting more gold skulls, I bought five feathers using event tickets, so at least that means I only need 5 (I think at this point I need one more).

I'm having really bad RNG in another area (not time-sensitive), so I understand the frustration. If only I could buy what I need.

There are listings in guild traders for a bundle of 10 feathers from a single buyer. Just how???

I actually bought the gold runebox today and the rest of the style pages (about 4 of them) because nothing is dropping for me. No mushrooms this year again, either.

Some people buy them cheap elsewhere and then sell them in lots of 10 for the convenience

Some people may have gotten lucky to get the super drop from Hollowjack, which has all 10 feathers in it, and decided to sell.
